- Preheat the oven to 350°F (175°C). Lightly coat a 1-quart 9-inch oven-safe baking dish with cooking spray.
- In a medium mixing bowl, combine the all-purpose flour, granulated sugar, baking powder, salt, and chives.
- In a separate small bowl, whisk together the eggs, heavy cream, and melted butter until smooth and well combined.
- Pour the wet ingredients into the dry ingredients. Add the corn kernels and stir until everything is evenly combined.
- Transfer the corn mixture to the prepared baking dish and spread it into an even layer.
- Bake for 35–40 minutes, or until the casserole is firm and the top springs back lightly when touched.
- Remove from the oven and serve warm.
